i know it's not a big deal but it is something irritating for me!
i have no apple id profile pic under the settings section in my apple watch series 4 although i have the pic working probably in my iPhone, iPad and all other connected devices to my apple id.
-i tried the next but unfortunately was all in vain,

Good catch! Yes it should show up there, but for many of us doesn't. This reminds me of similar issue with Apple Fitness+.
So far I have seen this working with a brand new Apple ID only. So I think it is a genuine problem - you could report it here actually:
