I can't turn on wifi to update and set up my new iPhone

i just got my new phone today, and i’m trying to transfer but to set up my phone it said to update it but i cant turn on the wifi to update my new phone

If the old iPhone has a newer version of iOS than the new one, you will need to run through setup normally without transferring any data. Once setup is done, you can update the new iPhone to the most current iOS version and then restore it to factory and run through setup again to transfer the data.
