Hey, I want to change my apple id region. but unfortunately i have $ 0.3 balance in my account. Please help me make it zero so that i could change my region.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
