I had an amount of 399 INR debited from my account today towards iTunes. I need to know as to what is the bill that has been raised towards the same. I haven't experienced anything as such before. So I need to know as to why am I being charged an amount of 399 INR towards iTunes. Kindly clarify.

First determine if it is a real charge on your account, or just a scam phishing message trying to scare you. Phishing messages pretending to be from Apple are unfortunately very common.
But if it is a real charge on your account, follow the steps in here:
