Can’t restore to original OS

I just bought a used MacBook and erased the HD. I am trying to reinstall OSX but when it says select the hard drive, there are no choices. Nothing there. Previous owner had 2 partitions but now only 1. I don’t want anything newer than High Sierra. Nothing is working.

You may need to erase it first:

How to erase a disk for Mac

"How to erase your Intel-based Mac" [was: "Use Disk Utility to erase (format) a hard disk, flash drive, or other storage device for Mac."]

A Mac with Recovery will have a small partition that is the Recovery partition, so it will always have at least two partitions (normally you don't see Recovery).

Mac startup key combinations [Intel] - Learn about the Mac features and tools that you can access by holding down one or more keys during startup. - https://support.apple.com/HT201255

Command (⌘)-R: Start up from the built-in macOS Recovery system. Or use Option-Command-R or Shift-Option-Command-R to start up from macOS Recovery over the Internet. macOS Recovery installs different versions of macOS, depending on the key combination you use while starting up. If your Mac is using a firmware password, you're asked to enter the password.
