Have you contacted your carrier to check if they included that service in your cellular data plan?

Should be this case, read this support article:--> If Personal Hotspot is not working on your iPhone or iPad (Wi-Fi + Cellular) - Apple Support.

If the issue still persists, contact Apple Support directly, using this link:--> Get Support
