I recently purchased an Apple Watch for my young daughter and set it up under my iPhone using Family Setup. Is the only way to add Contacts to the watch through my iPhone - in other words is there no way to sync her watch with her existing Contacts under her iCloud account? Also, I don't see a way to add other email accounts to the watch - only her iCloud email account shows up under Mail.

Great questions. You're correct, it's controlled through your iCloud account. Since there isn't a Contact app on the Apple Watch, there wouldn't be a way to add her iCloud or Gmail account through Family Setup.

You've asked a really great question. When you used Family Setup, you've noticed there isn't a way to set up her personal contacts, you would choose the trusted contacts from your iCloud contacts: Set up a family member’s Apple Watch
You'd do this using Screen Time: Use Screen Time on your iPhone, iPad, or iPod touch There are a few places to check in this guide including" If you're using Family Sharing to manage a child account" and "Communication Limits". You'd add the contacts to your iCloud account you approve from your daughter's contacts.

OK so the gist is that, even if my child has an existing Apple ID and has contacts synced through the cloud, there is no way to sync those contacts with her watch under Family Setup - they have to be added/approved via the primary iPhone. Correct?
