if i remove a device(iphone6) on my icloud, can it remove the passcode on the device(iphone 6)?
No, the two are not related. The passcode is stored only on the device, so there is no way of retrieving it. I'm afraid the only way of bypassing it is to erase the device. Please see If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

by erasing the device, is it also considered as factory reset?
Yes, it erases all your data and settings.
