You can setup Apple Cash which can be used with Apple Pay by following the steps in the support document you posted from,
If you want to setup a credit card for use with Apple Pay, you can just add it onto her account directly through the Wallet App on a device logged in to her account. The only requirement for that is that the age set for the Apple ID be 13 or over.
