Find Removed Device

I lost my iPhone X and updated as lost mode in iCloud and then reported to local police as well.. it has been almost 6months and lost hope and removed it from my account recently, however day before got email saying “activation lock” need my password..

My question, how can I add my lost iPhone back to my account to track it..
