Did you get a new iPhone or a new carrier? If you inserted a different SIM card and your iPhone has an error message that it does not support that carrier, then your iPhone is locked to the original carrier that it last worked on. Only the carrier that the iPhone is locked to, can unlock your iPhone.

Find out which carrier the iPhone worked on previously and then contact that carrier and ask about the requirements that you may have to meet to get that iPhone unlocked.
