Smart Playlists not syncing to iPhone

Hi everyone, why don't smart playlists sync to iPhone. I am running latest updates/software on all devices. I have signed in and out of all devices. I have rebooted all devices. I have followed other instructions on previous questions relevant to this topic - e.g unchecking "live updating" within the smart playlist rules.

I've tried unchecking iCloud music and syncing manually via USB cable, and keep getting the message my phone is using iCloud Music, even when I have switched it off.

I just want all my playlists - folders, smart playlists and regular playlists that are on my MacBook air, to be identical to those on my iPhone! thx
