That MacBook Air tops out at High Sierra macOS 10.13.
That version is no longer supported.
Various apps including Microsoft Office will support the three most recent versions; only as far back as Mojave macOS 10.14.

Use only Safari for the High Sierra installer download.
Have a complete backup prior to the High Sierra upgrade.
