Apple Intelligence is now available on iPhone, iPad, and Mac!
I bought the new MacBook Air m1 on july2021, while checking the battery status it shows, system is last charged to 89% on may 2021. is it a normal behaviour.
Does manufacture charge it like a normal user?

It's likely they intentionally stopped charging at 89%. If there was an intrusion, that same intrusion will happen you to again when you try charging it to the full 100% and then you'll know you actually have a problem. My guess is you're fine though.
This is a common practice as it is not safe to ship a device that has a battery fully charged. Try charging it and if you can charge it to 100%, your battery is fine.
So the manufacturer charged it right?. or any intrusion happened in between
