iCloud unlock

iCloud locked with the previous owner. I mad a 3rd party purchased for this iPad mini. And now I am getting no response back from the previous owner.

And he's the only one that can help you. It must be done by the owner of the Apple ID that is locking it How to remove Activation Lock - Apple Support
