Watch 4 has no storage, 11,6GB used. No apps other than the native ones and Nike Run Club. Tried reseting and restoring a few times (from backup & as a new watch), erasing songs downloaded via the Music app and following all steps suggested to maximize storage.
No success at all!

Wow! That is a kind of extreme example of this mysterious storage problem that people are sometimes reporting. It could be highly beneficial for all of us, if we managed to figure out what is indeed consuming all that storage underneath, and if there is any possible remedy on our side to this.
Which version of watchOS are you on?
Any chance you could engage with Support and have them analyze the situation?
