Apple Watch not tracking exercise correctly?

I don’t understand, when I go for a 40 minute walk, when starting the walk, I select to tracking the exercise, then on my phone the exercise shows as 40 minutes worth of exercise, but on my watch it doesn’t? Why the inconsistency?
