You can’t move apps to iCloud for storage. iCloud is a syncing service, not off devices storage. You should read the related article from which you posted your question to the community.

I am having this same problem . I bought iCloud storage but do not know how to move my things to iCloud .
You cannot move content to iCloud so all of that storage that you bought will not help you with this dilemma. Please read what I posted and go to the link in my response for more information.
