why can I not drag them to where I would like them?

You can if you set the correct options.
click once on the Desktop, click on View in the menubar and select Show View Options
Now set Stack By and Sort By to None, the icons on the Desktop will scatter and then you
can set them up they way you want to see them.
Right Click on an empty space on Desktop >> Pop up menu appears >> choose Sort and choose how to sort the Desktop Icons ( if at all )
