I bought a watch from a person who also has insurance for the watch. Now I want to transfer the service and ownership in my name, what can be done?

Check this, but I believe the former owner has to complete this, Transfer your AppleCare plan - Apple Support

As far as insurance, Apple does not sell insurance, you would have to check with whomever has written the insurance to see if that can be transferred.
