Remove apps and needing authorization to reinstall

I removed ticktoc from my grandson's iPad but, he can reinstall without my permission. How can I delete this permission to reinstall?

Hi Dooleyca,


We understand you're wanting to be able to stop your grandson from downloading apps. Once you approve the download with Ask to Buy, it will be attached to their account for redownload. You may be able to restrict them from downloads and redownloads using parental controls. Find more information here: Use parental controls on your child's iPhone, iPad, and iPod touch.
