There should be a ‘global’ setting for CC either in the Apple TV app’s in-app settings, or the app will follow the device settings (depending on device). Use subtitles and captioning in the Apple TV app - Apple Support

Additionally, users may turn the CC or subtitles on or off during playback from the Info pane. Control what’s playing in the Apple TV app - Apple Support
