Reset Apple ID - Forgotten Password and recovery goes to a PHone I no longer have access to?

I have an IPAD trying to do Factory Data Reset from former user. I have email address access for the Apple ID used, but the reset protocol wants a PHone number I do not have . Is there a way to change what the password recovery uses to authenticate?
