iPhone 7 Plus photo issues on Windows PC

When I connected my iPhone 7 Plus to my Windows PC to view photos from my just-completed vacation, I encountered two issues. First, when accessing iPhone photos using my PC's file manager (as I always do), the photos are organized differently. Instead of being organized sequentially in folders labeled 116APPLE, 117APPLE, etc., they're now organized in what appears to be by month (2015_10, 2015_11, and so on) although nothing in my setup has changed (as far as I know). The second, and more concerning, issue is that I sometimes get the following error message when opening photos on my PC: "Sorry, Photos can't open this file because the format is currently unsupported , or the file is corrupted." This is despite the pictures being in standard .jpg format, both my Windows OS and IOS being up-to-date and file manager having no problems displaying thumbnail images. And when my PC does manage to display an iPhone photo, the picture is now blurry. I don't know if this is a Windows or Apple problem. Any help would be greatly appreciated!

Same thing is happening for me. I have not done the latest iOS update either and it was not happening before.

If you download the photos to your PC, they should be perfectly clear however, but I can no longer review the photos in File Explorer.

The File Explorer in Windows only opens one photo, take a min to make it clear (it does get clear after a while), and then if you click it or try to scroll to the next picture, you get the error message "Sorry. Photos cannot open this file because the format is not supported or the file has been corrupted." It has NOT been corrupted. This is a bug between Apple and Microsoft. They need to address this together.
