Apple Watch Series 3 update error "Unable to Check for Update"

I am receiving an error "Unable to check for update: Checking for a software update failed because you are not connected to the internet."

The phone is connected to the internet, and I am 100% certain.

I have tested other suggestions such as unpairing the watch from the phone. Removing the apple watch app. Removing the device from my phone, resetting the watch to factory settings, and nothing is working. How is this resolved?

I am also currently unable to locate the serial number of the device as it is not synced to anything. Does anyone have a solution to find that?
