I have a blue band rotating through my screen with a sound clicking that is very annoying and I do not know what it does or how to stop it. What do I do? It is a brand new iPhone 12

I've never heard of this so I suggest that you make an appointment at the nearest Apple Store for an evaluation and explanation of your options. Since it is new warranties should apply.
Settings > Accessibility > Switch Control, turn it off.
