You could try updating the VPN but I was recommending that you go into settings and disable it temporarily and try the download again. This assumes you aren't using the VPN to get apps from a different region.

internet connection is good. and yes i am using vpn. is the problem related to that because i had no problem with it when using iphone 7. As you can see, there is no new update detected here.
