I just purchased Apple news plus. It works on my iPad, but i can’t download the app from
the App Store to get it on my iPhone

No, I don't have the Apple news app on my phone. When I try to download it, I get a message saying to 'remove all restrictions.' When I do that and try to download the app, I get the same message as before telling me to remove restrictions.
Are you sure you don't already have the News app on your iPhone? Check the App Library.
