Screen Time won’t block Roblox or Netflix

I have tried everything to get Screen Time to block Roblox and Netflix at the end of the daily time limit and with the App limits and nothing blocks these two apps. All the other apps are block properly.

I have them googling and have tried all the recommendations of turning screen time off, restarting the iPad, removing the apps and reinstalling, making sure the apps are updated. I am at a loss and really want this fixed.

my next step is to get a third party app and stop using Screen Time.
