Apple will not knowingly sell iPhones that are not intended to be used in the country of purchase. Every country has their own standards and rules for radio equipment, and a phone made to meet the requirements of one country may not meet the standards of a different country. The only way around this is to have someone you know in the US buy the phone with a US-based payment method or cash, then ship the phone to you privately. But note if you do that the phone will have no warranty in any country other than the US.

That is a valid number for the Apple Online Store but is not a chat number. How did you get to the chat? And regardless of what you were told Apple will not international ship and they will not send product to freight forwarders. Period. And be very careful if you go hunting for a new forwarder that Apple does not know about, there has been many occasions where thieves set up fake forwarding sites, tell you to order from Apple and give you a name to include on the order for allowing them to sign and then sell your iPhone.

You didn't answer my question. After your iPhone 12 was shipped what happened next, did you go pick it up? If no, and they sent it to you (and it doesn't matter if it is a plane, ship, van, car or covered wagon) then they are a shipping or freight forwarder. Since you last used them Apple has discovered that the address was a freight forwarder and added it to their database.
