I have a new iPad, the previous one was out of storage and was recycled. All the data from the old iPad has been transferred to the new iPad. Can I delete the backup from the old iPad in my iCloud settings?

Yes, since it seems the new iPad is working as you want it to. The data will now be backed up a a backup with the new iPad. Just make sure you know which backup is which (don't name both of your devices "iPad").
