Can you set hard fall detect to emergency contacts and NOT EMS?
Ambulances are stupid expensive in the US. Can the Hard Fall Detect function be set to call your emergency contacts rather than EMS/911?

No the watch calls emergency services by default,this cannot be changed.read here;
