I have a MacBook Air 2020, and the camera quality is so blur and grainy. I got the panel changed but the issue is the same. Apple Support says it is "AN EXPECTED ISSUE", and there is nothing they can do about it. But then not ALL MacBooks have this issue. Please suggest, how do I go about it, is there no way of a replacement?

The 2020 MacBook Air (and even the 2019 MacBook Air) have a 720P camera. It is NOT the 1080p camera that you may be accustomed to. The 720p camera on your MacBook Air will not yield a clear brainless image. It is not an issue because that is what the built-in camera is supposed to generate.
You are right that not ALL MacBooks have this “issue” but that is because not ALL MacBooks have the 720p camera. The MacBook Pro, for example, has a 1080p camera.
