IOS14 Calendar - Weekly Meeting - Later Start Time For Second Meeting of the Month

I have a recurring weekly meeting. In the second week of the month the meeting time is later. Can this be scheduled as a recurring meeting under 'Custom' ?

Details: Meeting is each Tuesday at 10 AM, but on the second Tuesday of each month it is at 10:45 AM.
