Turn off location and verification code when iPhone is broke

We are trying to turn off location services so we can send in iPhone to insurance to get a replacement. We log onto iCloud and it keeps sending a verification code we can’t get on broken phone. So can’t turn off location services. Stuck. Can you please help ASAP?

Turning off two-step verification I absolutely hate that Apple decided that I am unable to turn off two-step verification! I am tired of having my location being in a different state. If you can't figure out a way to give my exact location (something you were capable of before) with two-step verification then give me the right to turn off two-step verification. Apple believes it's imperative I have higher security on all Apple devices, while I'm left with devices that can't figure my location. Seriously sucks.

2-step verification So, I have the 2-step verification turned on for my Apple ID which goes to my iPhone and iPad. Every time I do this, it claims I'm in Boston which is incorrect because I live in Colorado. I even went ahead and changed my password to be on the safe side. After this, it is still popping up as me being in Boston when I went to log back into everything after changing the password. What is the point of having this when it can't even get my location even remotely correct when it is me?! But also, how do get this fixed?

why do I receive the incorrect location to get my code number for my two step verification When I log into my apple account I do my ID then password and for me to get my numbers for the two step code I have to say I am ok with the location but what do I do if the location is from out of state and I am nowhere near that place. I need to get to get into my account to check if there was a purchase made to my acct. I don't see it on my phone that I did the purchase.
