Why am I not allowed to save changes to an existing document?

When saving changes to a text document in Text Edit or Pages I often get an alert: "The document could not be saved. You don't have permission." I have to make a duplicate and save that as an additional document. Is this a feature or a bug?

If its a bug, help me kill it. If a feature, why?
