Can we delete photos in iphone but not in iCloud?
Hello, Is there any way to delete photos or videos just on the device? Not on the iCloud?

Don't do that unless you want your photos and videos removed from iCloud and all other devices you have them saved on. iCloud is used as a syncing entity not as backup storage other than an iCloud backup. Use your computer or dropbox or other services if you want save them but not have them on your iPhone.
You can save full size versions on your iPhone and keep only snapshots on your phone by going into Settings > Storage > Manage Storage.
