"there is a billing problem with a previous purchase" loop

whenever I try to update an app it says "there is a billing problem with a previous purchase" and then takes me to my billing address, when I clock done it says it needs my password, yet when I enter said password all it does it take me back to my billing address and it is an endless cycle. Because of this, I cannot update nor download ( sometimes ) apps. It happened suddenly and I don't know how to fix this.
