I lived in the Netherlands for 10 years. I have moved to Germany and would like to open a German appleID to access the apps in the German App shop. Can I migrate my account by starting a new appleID? Any suggestion would be gratefully received.
If you have no need to access the Netherlands App Store/iTunes to update apps purchased there, you can use your existing Apple ID in the German App Store. To access the Netherlands Store again, you need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country.
If you want to be able to access the Netherlands Store, you can create a new ID for the German Store, and only use that ID for the App Store/iTunes. Use your existing ID for everything else. That way when you swap stores, you only have to change the ID in the App Store/iTunes.

How about this: I want to reduce the back and forth between the 2 stores to a minimum. So, I migrate my existing account to Germany, and create a new Netherlands ID (NL) while I still have a NL credit card for the purposes of updating existing Apps. All further App purchases, I can use the German ID. Those Apps which I can download in both country's App stores, I would delete and re-install from the German store. That way I slowly free myself from having to use the Netherlands (NL) app store, in the future, and I can keep my apps up to date without having to periodically sign out etc.
I'd appreciate your comment, or any further ideas, in case I'm missing something.
