When I decline a call on my phone number it directs to my husbands phone?

Are you sharing an iCloud account on your phones?
This sounds like a feature of iCloud that allows you to accept calls on any device. When one device is offline (or declines the call), the other(s) can take it.
The solution to get separate accounts for each person and their individual devices.
