Is it normal that I have to re-sign into every single account I have with apps on my new iPhone 12 Pro Max? This is horrible.
every site wants me to sign in again. I have 15 pages of passwords in an excel spreadsheet.

Yes, this is normal for your security. This feature is in case your update is restored to a family or friends phone, unexpectedly or maliciously, they will not have access to your apps, credit cards, emails, and any other personal and private information.
