Perhaps:
Do it the old fashioned ways:
If you were at a retail store or local cafe', then stop by and see if if was placed aside by the store manager. You never know.
Dial the iPhone itself; you might hear it ring in the other room..
If you cannot find this, then text the iPhone, sending it a messages asking whomever finds it to contact you. Perhaps, have them eMail you, putting a particular title in it (so that you recognize the eMail). If you go to pick it up from an individual, then have someone there with you, probably meeting them at a public, safe location, both for safety purposes.
Perhaps someone is respective enough to have turned-around handed it over to local authorities. See if they have found it.
As far as I know the find my iPhone is cloud based so if you have a computer in hand you can try entering the iCloud.com site using the Apple ID of the phone you want to locate, if you meet a two factor authentication , there is a quick access at the bottom so just click that, if not then you will meet the dashboard in which you select the find my iPhone option, if successful you’ll see your phone's location and all the other options.
I hope this helps! This saved me once and since then I always have it on!
No. If Find My (Device) is set to OFF on your lost iPhone then you cannot locate it.
