New operator…. I am trying to download application from the apple store and it loops around to say establish an iTunes account to review your apps. Why? And then I can’t download any apps

Have you successfully setup a payment method on your iPhone?
Open Settings ➔ Apple ID (Your Name at Top) ➔ Payment & Shipping: Here ensure that you listed an approved payment method.
