Can’t unlock Apple ID and iTunes

How would I be able to download and update my apps? It shows up that my ITunes and Apple ID is disabled

iPhone 12 Pro Max, iOS 14

Apple says if you see this message, "there might be a problem with the payment method that you have on file." Apple Support is the only one who can fix this for you.
