If you have AC+ or ACS the best option is to contact your carrier for device replacement options. If you have AC+ T&L, make sure find my is enabled and your phone has been placed in lost mode. That is the only way you'll be eligible for a theft and loss claim. If you have issues creating your claim contact Apple support.
