Re-installation depends on which MacBook Pro 13" you have. If it's prior to 2018 vs 2018+ (meaning you have a T2 + Intel CPUs) or if you have an M1 MacBook Pro 13".

Pretty sure you have either a T2 equipped Mac or an M1. That error means you do not have a local administrator because it was deleted when you erased the internal disk.

Intel based 2018+ T2 MacBook Pro 13"

  • Option-Command-R: Start up from macOS Recovery over the internet. Use this key combination to reinstall macOS and install to the latest version of macOS that’s compatible with your Mac.

M1 MacBook Pro 13"

Hold the power button while powering on. You should reach a Recovery Mode menu.

If you cannot get around the missing local administrator you may need a second Mac with Apple Configurator and an USB-C Thunderbolt cable (not the charger cable that comes with Macs) and you'll need to perform a revive process.

Not 100% sure, but if you erased your Mac's system drive, you will need to reinstall macOS to get back "up and running." From there, you would need to restore your data from a backup.

The support article you came here from provides the steps to properly erase the Mac's system drive. The following one is how you would go about re-installing a "fresh" copy of macOS: How to reinstall macOS - Apple Support
