Try a Computer:
To get to iOS 12.5.4, try using a computer, seeing if it updates to the most recent version. So, if you still need to update it, and Wi-Fi is not working, then just try using another method: Update your iPhone Using a Computer - User Tip
Is Settings, there should be a badge prompting you to update.
