Dvd to iPad 7th generation without other computer?

No iOS devices support any external CD/DVD/Blu-ray players and, probably, never will.

Apple provides NO driver support for these devices and absolutely NO way to install such drivers.

Also, the power requirements to use such spinning, laser powered devices could exceed the internal power supply limits of all iPad models to be able to mobil-y use these devices without access to externally connected sources of higher power supplies, making such external media players limited to where they can be used.

The ONLY way to listen to music or watch any type of video/movie content is to pay to rent or purchase such content or pay a monthly subscription to a streaming media service or find apps for iOS/iPadOS that let you stream free music and video/movie content.

To my knowledge, since no iPad can support connections to a DVD player/reader, you need to convert those DVDs to MP4 files or other compatible format (on a computer), then share them using Google Drive or Dropbox, and use the relative apps (downloadable from App Store) to read those files.
