If you have forgotten the locked notes password, the notes will remain locked until you remember the password. If you can't remember it, the notes will remain locked forever. When you created the password, you were given the option to create a password hint. If you didn't do that and you didn't write the password down somewhere for future recall, there is nothing anyone can do to help you.
