Adobe in Mojave and later has made releases for Catalina and Big Sur available via Adobe Creative Cloud application.
Login your Adobe Creative Cloud account and it allows you to pick older versions of specific Adobe applications.

It is true that Photoshop 2020 is not compatible with Catalina, but is with Big Sur. But you may find certain intermediate releases work fine with Catalina.
